RFP Tab 5 · Approach to maintain viability of the compensation process

Keep the gaps from coming back between studies.

The agreement runs a study every odd fiscal year. Most of the gaps an equity study finds were created at a single moment: a placement made under an older formula, a column move only partly reflected, a credited-year decision nobody wrote down. Catch those moments when they happen and each study gets smaller.

1. Place every new hire by the written rule

A one-page placement worksheet, completed by HR for each new full-time academic hire: column, credited years with the evidence for each, and the table cell. The faculty member already has the right to a written explanation of placement within three business days; the worksheet is that explanation, produced every time.

2. Reprice column moves in full

When a member advances a grade through the professional advancement program or the MFA rule, set the new salary by the same rule a new hire in that column would get, with service counted the way the Committee decided. That closes the most common source of drift found in equity studies.

3. Check the table against the system minimums each July

NSHE changes the community college schedule; the FY27 minimums for grades 1 and 2 rose more than $5,000. Each July, compare every placement cell with the new minimums and correct the table before the fall hiring season.

4. A short annual drift report in even years

Rerun the delivered model on the current file in the even fiscal year between studies. It takes days, costs little, and tells the Committee whether the next study will be small or large before the RFP decision on September 1.

Prioritizing when funds are short (Tab 5(b))

We recommend this order, subject to the Committee: inversions first (a member paid less than a colleague with the same education and less experience); then the largest percentage shortfalls; then members whose shortfall is confirmed by both the rule and the model; then the remaining flagged cases. Within each tier, every member receives the same share of their gap, so no one waits a year while a colleague in the same tier is made whole. The method page shows how far each funding level reaches.

What CSN keeps

The cleaned dataset with its dictionary, the analysis code, the model results, the cost workbook with formulas intact, the statement template, the method summary, and the decision log. The contract makes the deliverables CSN's property; we deliver them in formats CSN can open without us.

The next cycle

The contract runs two years with an optional two-year renewal. The FY29 study can run under the renewal on the same pipeline, so its cost is mostly analysis and communication, with no rebuild.
